本日のお題はロンドンのUltra Low Emission Zone（ULEZ）のお話。

ロンドンの深刻な排気ガスの規制とのために、環境に優しくない古いディーゼル車等に対し、課徴金を課す制度。
要は環境に優しい車に買い換えることを促したいようだ。
「取られたくないなら、取り替えろ」ってことか。
ちょっといささか乱暴な気がする。
The measure is hard for suburban residents who need their cars for work.

Before introducing ULEZ, the government should have expanded public transport networks.

They endure hard times.
Over one hour commutes by train to the office is commonplace in Japan.
But their enduring hardship make Tokyo's air cleaner than Rondon.

Mayor of Rondon should have clearly shown how to use fine.
If fine used as a subsidy for replacing new cars, these protesting would have been settled.
City of London authorities should run the debate. Do not hurry the results，
